Changes to PCN Attachment Codes

Starting February 1, 2024, all FPs and NP are required to use a new $0 attachment code to attach patients: This new code is 98990.

• All PCN attachment codes that were previously used will be retired as of February 1. 98990 will be the only attachment code used to attach patients moving forward.
• To add a new patient to their PAS panel, FPs and NPs should submit this 98990 attachment code to MSP/Teleplan through their EMR.
  • FPs and NPs should always use this code when attaching patients. Doing so will ensure the submission counts toward meeting provider attachment targets.
  • It may take a few days after the attachment code is submitted for the patient to show up in PAS.

General PAS Information:

• The Ministry of Health continues to work with Doctors of BC (DoBC) and Nurse and Nurse Practitioners of BC (NNPBC) to support the implementation of the Provincial Attachment System (PAS).
• PAS is composed of three registries; the public-facing Health Connect Registry (HCR), and the provider-facing Panel Registry and Clinic and Provider Registry.
• Family Physicians (FPs) and Nurse Practitioners (NPs) who provide longitudinal primary care services in B.C. are expected to register for and use PAS.
  • Participation includes uploading a clean list of empanelled patients into the Panel Registry and ensuring that this list remains up to date.
• The data available through PAS will help offer a complete picture of attachment throughout B.C, including the number of attached and unattached patients, the number of people actively seeking a primary care provider, and the number of providers who can take on new patients.
• PCNs play a key role in supporting attachment efforts and strengthening primary care, with many BC primary providers working within our Primary Care Networks.
